This site has been developed and evolved over the last ten years using Microsoft Front Page with "Frames" design format. Unfortunately, frames are not fully supported by all current internet browsers including Netscape and Firefox. Also, embedding *.PDF files for download and printing are not supported by some alternate browsers.
Currently, these operations work efficiently with IE. We suggest visitors to our site use Internet Explorer (IE) which is the primary browser utilized on the internet today with over 80% of the browser market.
We will make an effort
in the future to migrate away from frames if possible. The link to download

Place mouse/pointer over frame and click "Right Mouse Button". Select "Display
like Internet Explorer." This appears to yield the same performance
as IE.
